No, The presenter is in control of the streaming bitrate for all viewers. If the presenter changes the bitrate Flex will update the changes for all viewers in the session.

Presenters are able to independently change the video and audio bitrate settings during an active session. To change the bitrates, select the cog icon on the bottom right-hand side of your stream viewer to show the settings menu. You can select either Super-Low, Low, Medium, High or Super-High bitrate setting under Video bitrate in the settings menu depending on your requirements. High and Super-high are currently only available to those with either a Pro Subscription or using a Weekly or Monthly Pro credit

We recommend the Super-Low or Low settings if your viewers are using mobile devices with 4G/LTE connections and the highest bitrate for viewers joining on a large screen or Apple TV with a hardwired connection. Upping the bitrate increases the stream quality but also the amount of bandwidth consumed.
