Sometimes a user may leave a Call running by accident. This will lock the Pivotbox as 'In use' and prevent other users from creating calls.
A user with Project Admin permissions can end all calls from the Project Admin Activity page. Simply find the Pivotbox that is in use in the Active Calls list and select 'End call'. This will end the call for all users.
